What Is the Path to “Common Prosperity” under Xi Jinping?
The phrase “common prosperity” grabbed major news headlines in the West after its appearance in a Chinese Communist Party communique in August. Commentators claim that Xi is “cracking down on the rich,” “clamping down on capital,” and “shifting political priorities” from economic growth to redistribution.
On Tuesday November 16, 2021, from 12:30PM to 2:00PM (PST), join the online book talk hosted by UBC’s Centre for Chinese Research. The event will feature discussions with Professor Wei Cui on his soon to be published book— The Administrative Foundations of the Chinese Fiscal State. The book is available for pre-orders here.
We will discuss whether the CCP is reembracing egalitarianism and what implications economic inequality in China holds for Canada. The talk will be moderated by Dr. Timothy Cheek and will feature panelists from UBC’s School of Public Policy and Global Affairs—Dr. Kristen Hopewell, School of Community and Regional Planning—Dr. Julia Harten, and Vancouver School of Economics—Dr. Patrick Francois.

Featured speaker bio:
Professor Wei Cui: Before joining the UBC law faculty, Professor Wei Cui practiced tax law for over 10 years in New York and Beijing. He has served as a consultant to the United Nations, the Budgetary Affairs Commission of China’s National People’s Congress, and China’s Ministry of Finance and State Administration of Taxation. His current research examines the design of international taxation against the background of international trade in services, and compares redistributive policies in democratic and authoritarian regimes.
Moderator bio:
Dr. Timothy Cheek: Dr. Timothy Cheek is a Professor with the School of Public Policy and Global Affairs and Department of History, and Louis Cha Chair in Chinese Research at the Institute of Asian Research and Department of History at the University of British Columbia. His research, teaching and translating focus on the recent history of China, especially the role of Chinese intellectuals in the twentieth century and the history of the Chinese Communist Party.
Panelist bios:
Dr. Patrick Francois: Dr. Patrick Francois is a Professor in the Vancouver School of Economics and a Senior Fellow of the Institutions, Organizations and Growth program of the Canadian Institute for Advanced Research. Today his work focuses on problems in development economics, with a particular interest in Political Economy.
Dr. Kristen Hopewell: Dr. Kristen Hopewell is Canada Research Chair in Global Policy in the School of Public Policy and Global Affairs at the University of British Columbia. Her research specializes in international trade, global governance, industrial policy and development, with a focus on emerging powers. Prior to entering academia, she worked as a trade official for the Canadian government and as an investment banker for Morgan Stanley.
Dr. Julia Harten: Dr. Julia Harten is an Assistant Professor in the School of Community and Regional Planning. In her work, she leverages innovative data strategies for the study of housing and socio-spatial inequality, focusing on the housing strategies of marginalized people and the role of cities and housing for social mobility.
